He is known as the founder of "China Precision" and the "pilot" of Beidou navigation. In the army, he led the research team to achieve a series of achievements in radar target recognition, remote sensing information processing, integrated navigation and positioning technology, and made outstanding contributions to the development and industrialization of key national defense technologies and equipment in China. After his retirement, he devoted himself to solving the core technical problems in Beidou navigation and location services, and achieved remarkable scientific research results. He is Yu Wenxian, President of Shanghai Beidou navigation Innovation Research Institute.
郁文贤1964年出生在上海松江的农民家庭，1981年进入国防科技大学学习，1987年夏天，郁文贤在学校的组织下来到海军某舰队做实验项目，他起早贪黑工作了足足两个月。当舰队领导来现场测试，考核时，郁文贤负责的整个联调和操作成绩为满分。1993年，郁文贤博士毕业后就在国防科大正式参军和任教。1996年，32岁的郁文贤被破格提拔为正教授，并历任学院总工、副院长和国防科大科研部副部长。在国防科大的27年间，郁文贤和他的团队创造了很多值得骄傲的成果，如他主持研制的我国首套“通用型对海监视雷达目标识别与综合显控系统”，在我军5种型号雷达装备应用；他主持研制的我国首台套空间目标监视相控阵雷达目标识别信息处理系统装备，取得了重大军事效益。
Yu Wenxian was born into a peasant family in Songjiang, Shanghai in 1964. He entered the University of national defense science and technology in 1981. In the summer of 1987, organized by the school, Yu Wenxian went to a navy fleet to do experimental projects. He worked from morning to night for two months. When the fleet leaders came to the site for testing and assessment, the whole joint commissioning operation in the charge of Yu Wenxian scored full marks. In 1993, Dr. Yu Wenxian officially joined the army and taught at the University of national defense science and technology after graduation. In 1996, Yu Wenxian, 32, was exceptionally promoted to full professor, and successively served as chief engineer and vice president of the college and vice minister of the scientific research department of the University of national defense science and technology. During his 27 years at the University of national defense science and technology, Yu Wenxian and his team have made many proud achievements. For example, he presided over the development of China's first "general sea surveillance radar target recognition and integrated display and control system", which has been applied to five types of radar equipment in our army; He presided over the development of China's first set of space target monitoring phased array radar target identification information processing system equipment, which has achieved significant military benefits.
2008年9月，郁文贤从国防科学技术大学正师职转业后，通过全球院长竞聘到上海交通大学，开始自主创新创业。北斗西虹桥基地是郁文贤专注主要项目。从2013年底一期开园，到2017年高泾路二期建成投入使用，园区已从第一批14家企业入驻，到实现百家企业集聚，在这期间，园区还成功扶持培育了创业板上市企业。北斗西虹桥基地成了国内“北斗产业第一园”，“北斗西虹桥模式”也成为专业化高新技术特色产业园区的领头羊。
In September 2008, after Yu Wenxian changed his career from a senior teacher in the University of national defense science and technology, he was recruited to Shanghai Jiaotong University through the global Dean competition and began independent innovation and entrepreneurship. Beidou xihongqiao base is the main project focused by Yu Wenxian. From the opening of phase I at the end of 2013 to the completion and operation of phase II of Gaojing road in 2017, the park has moved from the first batch of 14 enterprises to the agglomeration of 100 enterprises. During this period, the park has also successfully supported and cultivated enterprises listed on the gem. Beidou xihongqiao base has become the "first Beidou Industrial Park" in China, and the "Beidou xihongqiao model" has also become the leader of specialized high-tech characteristic industrial parks.
2020年，在全国上下携手抗击新冠肺炎疫情之时，郁文贤带领园区企业在全力以赴做好疫情防控工作的同时，积极复工复产。同年2月20日，随着长征二号运载火箭上天，园区内上海威固信息技术股份有限公司的产品也随着“上了天”。这种固态盘为卫星载荷数据提供大容量信息存储能力，满足数据记录、回放以及索引等应用要求，保障卫星关键数据存储、星间/星地信息传输等相关业务的正常运转。郁文贤介绍说：“同时，在产值上也保持良好势头，我们今年入库税收目标是1.2亿元。截至11月份，实际入库税收已经实现了1.3亿。预计今年全年入库税收1.4～1.5亿。另外，截至11月份，园区企业的营收额已经达到了35亿元。”

Yu Wenxian said: "at the same time, we have also maintained a good momentum in output value. Our target of warehousing tax this year is 120 million yuan. As of November, the actual warehousing tax has reached 130 million yuan. It is estimated that the annual warehousing tax this year is 140-150 million yuan. In addition, as of November, the revenue of enterprises in the park has reached 3.5 billion yuan."
2020，北斗西虹桥基地企业上海华测导航提供的北斗高精度测量型接收机，成功登顶珠穆朗玛峰，测量最新高度为8848.86米。上海华测的GNSS仪器，在峰顶接收到了56颗卫星的信号，中国制造的测量装备完全有能力、有实力与国际同行业比美。
In 2020, the Beidou high-precision measurement receiver provided by Shanghai Huace navigation, an enterprise of Beidou xihongqiao base, successfully climbed Mount Everest, with the latest measured height of 8848.86 meters. The GNSS instrument of Shanghai Huace has received signals from 56 satellites at the peak. The measurement equipment made in China is fully capable and powerful to compare with the international industry.
随着郁文贤事业的蒸蒸日上，他对部队的感情更浓了，作为一名退役军人，他心系老兵，关爱战友。在郁文贤的带动下，十几个退役军人创业团队入驻北斗西虹桥基地。基地共孵化出军队转业军人创业运营企业6家。基地内的多家企业，也为退役军人提供了就业选择，其中，部分创业团队吸纳的退役军人就业者达70%。另外，由郁文贤和众多退役军人企业家共同组织发起的上海高新产业融创服务战略联盟，也落户于北斗西虹桥基地。融创联盟成员已发展超过100家。其中，退役军人创建、运营的企业占75%以上。

Driven by Yu Wenxian, more than a dozen entrepreneurial teams of veterans settled in Beidou xihongqiao base. The base has incubated a total of 6 entrepreneurial enterprises for demobilized military personnel. Many enterprises in the base also provide employment options for veterans, of which 70% of the veterans employed by some entrepreneurial teams. In addition, the Shanghai high tech industry financial innovation service strategic alliance, jointly organized and launched by Yu Wenxian and many veterans entrepreneurs, also settled in Beidou xihongqiao base. Rongchuang alliance has more than 100 members. Among them, enterprises founded and operated by veterans account for more than 75%.
郁文贤计划要实现三个目标，第一个目标是打造一个示范性的、非营利性的智慧服务平台，从精准培训、职业引导、智慧康养等方面提供各种服务，让退役军人能够找到自己感兴趣的服务；第二个目标是培育和扶持3-5家科创板上市企业；第三个目标是打造一个规模更大的退役军人创新创业园区，让园区更显退役军人创新创业特色。愿郁文贤早日实现制定目标，为北斗导航创新再立新功！
