A computation unit (21) performs a map search for a required driving force (torque value) (Td) from the accelerator position (APO) and the vehicle speed (VSP). A multiplier (22) multiplies the vehicle speed (VSP) by the required driving force (Td) to obtain a required driving power (Pd). On the basis of a map relating to the relationship between combinations of required driving powers (Pd) and vehicle speeds (VSP) and the target motor speeds (tNm) at which the combinations can be achieved at the optimum power consumption rate, a computation unit (23) searches for the target motor speed (tNm) at which the combinations can be achieved at the optimum power consumption rate. A divider (24) divides the tNm by the Pd to find a target motor torque (tTm) to use to control the driving force of an electric motor, the tNm is divided by the VSP by a divider (25) to find the target gear ratio (i) necessary to achieve the target motor speed (tNm), and the result is used for speed control (electric motor speed control) of an automatic transmission.
