China's top two cities have banned 

electric scooters

 from roads amid safety 

concerns, despite the growing popularity of the new modes of transportation, for 

which there are no national safety standards. 

出于安全考虑，中国两大城市北京、上海已经禁止电动滑板车上路。这种新兴

交通工具近来日渐流行，但目前并没有国家安全标准。

电动滑板车的英文表达是

electric

scooter

。按照我国道路交通安全法等相关法

律法规，电动滑板车、平衡车（

two-wheeled self-balancing scooter

）并不属

于机动车（

motor

vehicles

），不能在城市机动车道路上行驶。

另一方面，电动滑板车等新兴“交通工具”目前未有国家安全标准（

national

safety

standards

），大多没有经过严格测试，存在安全隐患（

safety

hazard

）。不久前，北京市消费者协会公布的一项比较试验结果显示，电动滑

板车存在车速过快、刹车不灵、蓄电池容量达不到明示标准等问题。对于依靠

使用者重心变化前进或停止的电动平衡车，在公共道路上更容易受到大量不可

控因素（

uncontrollable

factors

）的影响，对使用者自身和周围行人造成明显

的安全威胁。
